Multisampling (MSAA): More efficient than supersampling, but still demanding. This is typically the standard, baseline option in older games, and it's explained very simply in the video below

To run Grand Theft Auto V (GTA 5) smoothly, a multi-core CPU with a high clock speed is recommended. The minimum requirements for running GTA 5 are an Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz and 4 GB of RAM.
GTA V is rather CPU intensive then GPU intensive, as @Refaced1 mentioned you're using a pretty old CPU, which definitely causing this issue. Recently upgraded from an Intel i5 6600K (which also had high CPU usage on FiveM) to a Ryzen 7 3700x, al of the 'issues' I had are gone. Everything runs extremely smooth.
At the bottom of the 'reasonable' performance class, we have the 15W Core i7-1065G7. A step up from that is the Ryzen 5 2500U 25W configuration, and then another step up is the 25W Core i7-1065G7
Is GTA 5 CPU or GPU intensive? It is regarded as a crown jewel in the series and is the most played version of the game by over 63%. This brings no surprise that GTA 5 is definitely CPU and GPU intensive, although it has been a brilliantly optimised game thus far. What game has the highest GPU requirements? 8 Forza Horizon 5.
